I think the determining factor is whether the device is Google approved. If so, it will likely have the Market and Google maps preinstalled. If not, it will likely need a hack to get the Market.
The hardware requirements include GPS and compass, so many tablets will not qualify. On the other hand, I do not know of any devices that were not *intended* to be used with a phone plan that have been approved for the Market. The Archos 5i did have GPS and compass, but it needed a hack to get the Market on it that I remember. The Market was momentarily on the KMart device, but it was never approved, and they attribute it to a mistake. Anyone who knows the bylaws better than I do can correct me.
