The Market is another level of licensing. So many of the cheap tablets and maybe phones don't come with the Market or Maps or Gmail. You need the license for the Google API. There are wifi only versions of tablets that still have that level of licensing. I think someone said it adds $50 to the COG.
For some an inexpensive tablet is a good option because they may not do enough with a netbook or laptop to carry one around but a tablet works fine with many wifi hotspots. The push of the ones with the Market and data services if for a gravy train for the telecoms.
