Well, at least your app was showing up - it is gone again (as is mine). So it looks like the "update" is still going on.
I guess I wonder what the harm would be in Google posting a message at the top of the Developer console acknowledging or warning there might be outages. This would at least eliminate some of the angst developers feel when this sort of thing happens (and we have to scramble to figure out if we did something wrong). I can only laugh at this point, knowing there is nothing I can do.
