I have one that does, and it's appropriate: "Toddler Lock" is meant to
be given to a toddler to play with, and you simply don't want them to be
able to exit the app, ever.  And they WILL hit the home button; some
will hit it as soon as you're not looking, ESPECIALLY if you tell them
not to.

But yes, in general it's a terrible idea. On the plus side, you have to
give Toddler Lock explicit permission to replace the Home Key
functionality, so I assume that an app can't do that without asking.
