I can definitively say this isn't the case. My app "Radar Now!" currently has something like 1.2 million active installs yet I know for a fact that 679,000 people have used the app at least once in the last 30 days. I would guess that an active install is one Google account with the app installed at least on one device. I believe that if someone installs the app on multiple devices under the same Google account, it counts as a single install.
