I doubt it's the market app but something in Android is gathering that
information and transmitting it to Google as they're using that metric in
the app ratings now.

The Android Market app seems to be a locker that keeps track of your
apps on your phone. Most third party services that sell Android apps
also have such "lockers". That's why you can't have Market apps on a
phone without the market. I know because I've tried putting my LVL apps
on a tablet without the Google API and they don't work. That's also how
they would gather statistics on free apps that don't have licensing.
When I was selling Palm apps, back in the early days they ran on
batteries and weren't rechargeable. Many of my customers would only use
the app for traveling and special events. Otherwise they tossed the
Palm into a drawer the battery dutifully ran down and the less compute
competent were emailing be about how to install the app again (and were
often embarred when they saw how simple it was). Until we were able to
offer sdcard installs some apps might have been removed to save space
until the user wanted to use them again as with what I've mentioned above.
