I have a specific example about the current ranking algorithm:

Take a look at the Top Paid Books & Reference apps: 
https://market.android.com/details?id=apps_topselling_paid&cat=BOOKS_AND_REFERENCE&start=24&num=24

At position 34 there is an app ($7) with an average rating of 1.9 
(500-1,000) installs. AppBrain says it was released 22 days ago.

At position 53 is my app ($9) with an average rating of 4.8 (5,000-10,000) 
installs. It was released about 18 months ago. Has 98% active installs.

So, there is a heavy weighting towards downloads per day over rating.

It makes me wonder if the new metrics they are using (to evaluate the 
effectiveness of the new ranking algorithm) is simply based on downloads. If 
you push a load of rubbish apps to the top of the rankings then users will 
end up installing-uninstalling a load of stuff before they find what they 
want. Good for the metric, bad for the user.
