I suspect the current thinking is there's enough diversity in the Market team not to need to go outside for opinions, and that no matter what changes they make there'll be people who don't like them.
The original message in the search issue you identified should get cherry-picked and looked at from what I've been told. Whether the search engine is tweaked to prioritise a list of app names before algorithmically generated results, or a better algorithm which allows this to happen as part of it is being developed is unknown to me, but I agree it does seem to be an oversight given that issues now over a month old. There do seem to be a number of "My app is not as high as it used to be" posts, these aren't likely to get dealt with because, as Sparky pointed out, the overall result Google have seen is a positive one for users. All that said, if I do make it in to Google, you've given me some ideas of things to work on :).
