The Snapshot feature isn’t broken, but they changed it so that you have to enable USB debugging. I haven’t done this so I’m not sure what it means, but I know others who have said this fixes the problem.

Once you have the AndroidTools manager down, you may want to only update to version 11 of the tools. An important feature of the emulators (the "snapshot" functionality) is broken in the latest tools.
