Sounds like your installation isn't complete. You also need the latest
ADT plugin too. Did you install it?

Apparently there is no one in charge of technical writing at Android so
we get fairly disorganized documentation. And then we get yelled at if
you didn't read some obscure sentence somewhere. Docs need to be
bullet-points with 1,2,3 type steps. Put the details elsewhere. We
also need to know when docs have been updated and what changes have been
made.
