FWIW, you could do this programmatically - though you would need to request the permission to access user credentials. Once you've done this it's as simple (complex?) as emulating the call the market uses for your application and checking if the user has left a comment/ rating.
Is the bunny app doing this? Probably not, I haven't checked -- but it's definitely programmatically possible.
