There was an app that prompted users to post comments on other apps with a "code" that unlocked levels in a game or gave some sort of credit to both the poster and the user. I had users doing this all the time to my app and it annoyed the hell out of me. I wrote to the CEO of the company that produced the game (he was very difficult to track down) and told him of the market violating behavior and in a week, it all stopped. I haven't seen those shenanigans since.
If you see activity that you think is violating the market terms, then you can do something about it. Report the violation to them. You never know, they might correct it.
