There is no permission called
READ_PHONE_STATE_BUT_ONLY_IF_ANDROID_ID_DOESNT_WORK.

That's not how permissions work.  They are all or nothing.

So, yes, the ad networks have decided to annoy everyone.

Flurry AppCircle has managed to do without this permission so it is
possible.
Everbadge would like to do without this permission.
I don't whether TapJoy cares yet.
Both Everbadge and TapJoy use incentivized installs, so they are
double paranoid about tracking it.

In the meantime, AppCircle will get my business.

That's pretty much the whole reason for Android's existence from their
standpoint. They want your data,
they want to be able to serve you relevant ads at home, work, or on
the go.
