This isn't a forum to suggest changes to Android; mostly only app developers participate here, with only a few exceptions.
I actually think it's an awesome feature, in that it gives the buttons a sense of parallax, but that's just me, and you're welcome to drop in a different launcher. Just noting that it's not a senseless feature, in that it raises the perceived quality of the platform for at least some people.
