I've searched a lot for the right forum. Can anybody give a link to a
forum, mailing list or anything else, where you can give improvements
of Android.

I agree that maybe some people like that feature. But I disagree that
everything is good, that at least some people like. Some of the worst
designs are this bad, because the developers want to fulfill every
wish that somebody has. Only because some people like a "parallax
experience" that doesn't mean, this has a great usability. I don't
know much about technics, but I know a lot about usability and
cognitive psychology. And even those people that like a feature
without thinking about the usability implications, will benefit if not
every single wish of them comes true. Like the usability-guru Jef
Raskin once said: "Usability is no democracy."

If someone wants to know more about usability for the first reading I
suggest:

- Jef Raskin: The humane interface (sometimes radical, but brilliant)

- Alan Dix, Janet Finlay, Gregory D. Abowd, Russell Beale, Human-
Computer Interaction

- Ben Shneiderman and Catherine Plaisant, Designing the User Interface

- Donald A. Norman, The Design of Everyday Things (not about GUIs, but
more about some principle questions, but a classic book)

- Jeff Johnson, Designing with the Mind in Mind: Simple Guide to
Understanding User Interface Design Rules

- Alan Cooper, About Face 3: The Essentials of Interaction Design

- Terry Winograd (ed.): Bringing Design to Software
