I've been under the impression that except for hacks Google Play (formerly Android Market) was only available on devices that have licensed the Google API. Yesterday at Fry's I looked at an Idea 7" tablet for $89 and it had an Android Market icon on it. Unfortunately the device ran so funky I was unable to launch the market app to see if it truly was the market.

I also had a user contact me and claim he has Google Play on his tablet even though he doesn't have Google Maps. I have Android API only apps that I have been putting elsewhere such as on Amazon's app store because I have versions of those that require the Google API with Google Maps as an extra feature. Problem with Amazon is it is pretty much US only for now and I have customers in other countries interested. Hence the user with the table claims that Play didn't show his tablet as compatible with my apps but apparently shows other apps as compatible.
