I don't really see what all the confusion is about. I think the update 
makes it pretty clear what is going on:

- It has always been the developers responsibility to charge sales tax
- You should already have your tax %'s for each region setup in checkout as 
appropriate to you and your location
- Google will handle moving these rates over to the publisher console for 
you as a once off, then you can manage them from there
- Previously the user saw the tax-excl price until checkout, and then got 
the extra hit, now they'll see the incl price from the start

There is no change to the tax you need to pass on to the consumer (hence 
the "you don't need to do anything" comment) it's just the tax setup is 
moving from checkout to play. The amount of tax you need to charge 
consumers varies depending on the combination of your region and the 
consumer's region - it is your responsibility to ensure you set it up 
correctly since Google does not know enough about your personal 
circumstance to do it for you. 

If you are panicing about suddenly having to pay tax, it's possible you 
have actually just failed to pay the correct tax previously and it's time 
to find an accountant.
