The confusion is from this part by Google at http://support.google.com/googleplay/android-developer/bin/answer.py?hl=en&answer=2611840:
"Please note that the prices may vary if the user enters a payment method from another country. For example, *someone browsing in Germany will see German VAT applied to prices*, but if they use a U.S. credit card to make the payment, they will be subjected to U.S. tax." But that is not the way it is now because of EU regulations. If someone from Germany is buying from Germany but the seller is from France, French VAT will be applied, not German VAT.
