Unless I'm reading their info incorrectly, I don't think that this new
change (https://support.google.com/googleplay/android-developer/
support/bin/answer.py?hl=en&answer=2611840) means that Google is going
to take care of and submit sales tax/VAT to the proper authorities for
you.  It seems that they're just changing Google Play to display tax-
inclusive pricing so that customers will know the exact cost right
away instead of having tax added on later in the purchase process.
But the sales tax/VAT will still be paid to the dev, and the dev will
still need to submit the tax to the proper authorities on their own.
Of course my knowledge of sales tax issues is limited, so I could be
misinterpreting.
