It is the verification failing after it had been running okay for some time. The user had not changed his email connected with account. I'm thinking things like server failure but not if they try continuously. When they had a group for the market you would see multiple reports of this occasionally and nothing from Google about it. But at least if a user dropped by the group they would know it is a system wide problem and not the app itself.
