Ditto. I got lots of failures when I first implemented LVL, and so I changed the policy to cache the previous result. It gives a couple-week grace period before it will complain at all about not getting a response from Google, and after that, if it has EVER seen a LICENSED response from Google, it assumes it's fully licensed. I just cache it myself forever.
A positive NOT_LICENSED response will still cause it to fail, of course. I just found that people would frequently try to play without adequate internet access, or the LVL server would be down for a while, or something else would prevent it from getting a reply. And the default policy caches the response for something useless like an hour.
