Yeah, I've done my first couple of replies today, and they're appearing on the public Play page for the app in question. Not until you click the "Read All User Reviews" link, but it's better than nothing.
I also suspect it pings the OP with your response, though I haven't tested that yet. After posting one of my responses today, I had a message from the user in question to my personal email - which is the address my Developer Account is linked to. Everything else is using a company email address now, so I've drawn my own conclusion from that. On a tangentially-related note, I had just about gotten over my bitterness at not winning the I/O registration lottery - until this week. Enjoy it, those of you who got in this year!
