My connection often failed for some unknown reason, and I could remedy
the problem by simply changing to another APN.  Does this cause
problems for the service provider?  Lately, no APN works.. like I've
been cut off or something.  

Is there a way for a non-root user to see a log, or get some
diagnostic info?

I get an IP assignment (an *internal* IP), but nothing works.. no
external IP is detected.
