Of course, you are the expert here, but . . . 

Weather alerts may follow county boundaries, but does weather?

Is a severe thunderstorm of no concern if it is expected to stop exactly at 
the county border, while I am 100 feet from it. 

If I lived that close to a county border I would be interested in the 
alerts on both sides of it. Call it a feature. 

I suspect that the granularity of network location, in most cases, is finer 
than the granularity of NWS alerts.
