I have a Google Play app order that won't "ship" or "charge" in Google 
Checkout.  It's been stuck in this state for 3 days now.  Normally, I see 
orders purchased and "shipped" immediately after purchase.  Then, within a 
day or less, the order is "charged".  However, this order seems stuck in a 
state of limbo, without shipping or charging.

Has anyone else had this happen to them?  What exactly does it mean for an 
app purchase to be shipped?  Does it mean that the customer downloaded it 
to their device?  So if it hasn't "shipped", it might mean they somehow 
purchased it online but haven't downloaded it yet?  Or is there some other 
meaning for an app being "shipped"?
