I would definitely vote for this rule. There would not be any space for 
missunderstandings concerning version conflicts - simple and easy.

Me too, I would follow this rule... The main thing: all cartridges 3.x.x should 
work on core 3.x.x. I could imagine that the release of cartridges would be 
faster than core, since core needs to be stable... Could be something like:



Core: APIs and metafacades

Core x.x.[x] -> [x]: bug removals

Core x.[x].x -> [x]: new minor features, deprecated APIs

Core [x].x.x -> [x]: new major features, cleaning APIs, no backward 
compatibility
