I followed all your steps and it still doesn't seem to be working, or maybe
partially it works.

I can run gpe-conf with LC_ALL set to en_GB.utf8, a progress. However when I
set it to ja_JP.utf8 it still hangs and doesn't come up as described earlier.

Can you really run gpe-conf while having LC_ALL set to ja_JP.utf8?

What could be the problem.
