We're pretty far off topic here, but I'm curious what you mean by plays versus playbooks here...
The documentation states that I can turn off fact gathering by explicitly setting gather_facts: no in my playbook... I have not upgraded to 1.5 yet, so I haven't tested this, but I would want to do a gather_facts once at the beginning, but not for every task, or even role...
