    Firstly there needs to be a concerted response
    to the policy which is driving events namely:
    "Iraq has refused to allow weapons inspection
    and so military intervention is our only recourse"

    Bearing in mind that no country in the World is
    powerful enough, not even US, to attack any country if there
    were enough opposition to that attack:
    Iraq might consider offering 'Mutual Defense Inspection'
    to US and other countries.

    Additionally countries other than Iraq might consider
    offering 'Mutual Defense Inspection' with Iraq.

    The more confidence that is built between countries
    and Iraq the better for opposing an attack.

    If the governments of some countries show unwilling
    to offer MDI to Iraq then opposition parties within those
    countries might consider offering the same.

    Since UK has shown itself the primary supporter of
    US policy on this matter - with only small reservations -
    extra effort needs to be applied - should US lose its
    primary supporter then it will be all the more difficult
    to crush resistance in other countries.

    If I might say, no ammount of sloganising such as;
    "Hands off Iraq" or "No to War" is of any help in this
    matter, in fact, they only hinder by generalising the
    opposition and abstracting to the point of vaguery
    and obfuscation.
