Sometimes when using ns_httpsget, I get the transient error from Tcl's
"read" command below.

This is with AOLserver 3.3+ad13, nsopenssl 2.1a, OpenSSL 0.9.7b, on
Red Hat 7.3. The error invariably goes away if I retry once or twice,
so I haven't really dug into exactly when or how it occurs. My
uninformed guess is this probably isn't anything specific to
nsopenssl.

But has anyone seen this before, or know why it happens, or what
"Unknown error 635" really means? Perhaps this is something that will
go away (or have a more useful error message?) once I finally switch
from Tcl 8.3.2 to 8.4.x?

The actual error message is being generated in Tcl_ReadObjCmd when
Tcl_ReadChars returns < 0.
