They are still supported. The "base.tcl" was supposed to be a simpler and more bare bones configuration example. The plan was to add other smaller configuration examples, such as the "nscp.tcl" which could then be combined with the "base.tcl." Never finished - sorry!
I just did a check of the 4.5 code and I can't find anywhere where it is reading maxthreads or minthreads from the config.tcl.
