Hmmm...well, I need to get a FP client before I can really test the install. It might be nothing, but the administration interface certainly seems odd to have a link to an exe that does not exist.
Mine does that and works... see the below URL...

So now... if it isn't the AllowOverride .... humm.. the Frontpage module is being loaded for sure? Assuiming you compiled it in to your httpd then you just need this...
LoadModule frontpage_module /usr/lib/httpd/modules/mod_frontpage.so
Additionally mod_dav is not enabled is it? Because the 2 will conflict.
Aside from this I'm wondering what could be wrong.
