Thanks for the support! It wasn't one thing that got it working, but a somewhat shotgun approach using all of the tips in this thread. I however believe it boiled down to two things:
1. The FPSE install in an inconsistent state 2. mod_dav and mod_dav_fs statically compiled in the server
#1 was solved by going to the admin interface and doing a full uninstall, and reinstalling.
#2 was solved by rebuilding my Apache installation more dynamically. I built it statically for whatever micro performance gain I could eek out. Sidenote: talking to our senior Apache admin, we run a dev box on 128MB RAM, PII + Linux and load testing proves incredible response at 4X our normal user load in production (having GBs of RAM)!
The responses from Josuha, and by proxy, were great! The tips from experienced FP on Apache admins really helped!
I will say this...FPSE 2002 is nearing End-Of-Life in 2006 (I'll be using that as ammo shortly to ditch this project). To bad too, I have some suggestions for Microsoft: I hate .htaccess files overriding security that can centrally located in the main, or virtual host, conf file. I tried putting the .htaccess instructions in my virtual host config. That bombed. :) I know .htaccess is there for users that don't have admin experience, but FPSE should be tightly controlled. "AllowOverride All" has dangerous implications, so limiting the AllowOverride to "AuthConfig Limit Options Indexes" is much better (props to www.freebsddairy.org). I'll be doing my FP admin/user over SSL next! :) Passwords in the clear really trouble me.
