That was a part of my previous question, you wrote "they will only get
to be busy if one of the members fails" so I asked if it was to replace
PMC members (the french word "suppléant"), even if i felt strange to
choose these people first.

The wiki page http://wiki.apertium.org/wiki/Bylaws does not seem to
speak of that.

So, if it is just to organise the election, my answer is no.
