Resources in Android are non-code content (bitmaps, layouts, strings...)
that are part of an app. In this case, I guess that we are talking about
string resources, which are as you said like .po files.
I wouldn't like to sound rude, but I don't see the point of this project.
Just a few reasons that come to my mind:
1) No serious developer would directly use raw MT output to localize the
app (some manual post-edition would always be necessary). And, as far as I
know, the amount of strings to translate is generally very small, so your
idea would not serve to save any real time (I mean, if you are able to
manually translate all the strings in 5 minutes, why bother post-editing MT
output?).
2) Apertium mainly focuses on less-resourced languages, many of which are
not even supported in official Android. So it's not only that there are
relatively few Basque speakers in the world, for instance, but most of
those Basque speakers would not be able to use the Basque version of the
app even if they wanted to (because there is no way to set the locale to
Basque in official Android).
3) The real work to do would be writing a deformatter/reformatter for
string resources, which use an extremely simple XML format (you can see an
example
here<https://github.com/artetxem/mitzuli/blob/master/app/src/main/res/values/strings.xml>).
This would obviously be too little for a whole GSoC... The Eclipse
integration part might be more difficult (probably not as difficult as to
take a whole summer to develop though), but it would also be something
completely secondary in my opinion (a command line tool could offer the
same functionality).
