Wops, the configure.ac's do in fact use AP_MKINCLUDE (with no "_" after
"MK", I mistyped above). So it seems the problem in both this and the
it-fr case is that your apertium.m4 is not being picked up.

Does /usr/local/share/aclocal/apertium.m4 exist at all?

Are you running autogen.sh with a --prefix different from apertium's? In
that case, you'll need to put

    ACLOCAL_PATH="${ACLOCAL_PATH}:/usr/local/share/aclocal"

in your ~/.bashrc (assuming you installed apertium to the default
/usr/local prefix). 

You could also install apertium using the repo[1] if you're on
Debian/Ubuntu, this puts it in /usr where aclocal picks it up without
any additions to ACLOCAL_PATH.
