My opinions on your questions are:

1. Why would they?  A country should WANT to do this and go to effort to
make it happen.  It is a serious thing to do, not done for the fun of it.

2. No idea.

3. I believe APNIC assists applicants who are serious about the process.
 There is a LOT involved and takes time.

4. Ask the NIR

5. I would assume yes.... but I would expect that country to have been an
active member of APNIC, attended meetings, have known people involved,
participated in discussion and be knows to the regional community.
