That's the wrong question. The right question goes along these lines...
"As an APNIC member, do you want to be able to receive IPv4 transfers from the ARIN region?" If so, and ARIN still require "Demonstrated Need" then really any other discussion is a moot point. Thats how it got there in the first place.
