ICP-2 Review Webinar 2: Discussion summary

On Thursday, 15 May 2025, APNIC Members and the community joined the
second ICP-2 Review Webinar to discuss the draft ‘RIR Governance
Document’:

This draft is intended to update ICP-2, the foundational document
outlining criteria for recognizing Regional Internet Registries (RIRs).

Below is a summary of some of the questions and feedback raised during
the discussion. Please note that this high-level summary has been
prepared by the APNIC Secretariat for the benefit of those unable to
attend. All feedback received via the Webinars and ICP-2 Review mailing
list will be separately considered by the NRO NC.
Summary of questions and feedback

A community member raised the question of mandating number portability
between regions. In response, the NRO NC representatives noted that
number portability is a matter of IP address management policy, which is
something that needs to go through the RIR community's Policy
Development Process to achieve consensus.
On the question of the criteria considered for a new RIR in the Asia
Pacific region, the NRO NC representatives noted the model for
establishing both LACNIC and AFRINIC are successful examples of
recognition of an RIR.
A question was raised on why there is RIR approval to recognize a new
RIR, rather than an independent review mechanism. In response, the NRO
NC representatives commented that RIRs operate the joint Internet
Number Registry System, and where a new RIR is being considered, it is
important to evaluate how it will work with other RIRs.
Furthermore, in response to a question about RIR accountability,
particularly when assessing their own performance or the possible
derecognition of another RIR, the NRO NC representatives noted that RIR
Members play a key role in holding RIRs accountable through the
bottom-up process. They emphasized that derecognition is a rare and
serious measure that would require a clear, structured, and transparent
process.
A question was raised about how least developed and lower-middle income
economies are meaningfully represented within the ICP-2 framework beyond
formal membership. In response, the APNIC Director General explained
that, in addition to Member participation, individuals can take part in
APNIC’s governance processes. Opportunities for engagement include
attending APNIC conferences, applying for the fellowship program, and
connecting with Community Leaders.
