Hi, here's some feedback on the ICP-2 mandating portability of number 
resource:In my view, the current system for transferring IP addresses between 
RIRs is unnecessarily complex, forcing companies to comply with outdated 
regional rules. This artificial barrier stifles efficiency and innovation, as 
the concept of "portability of number resource" should allow resource holders 
to freely choose their RIR(s) based on service quality, cost, or operational 
needs without restrictive policies. 
 
A more flexible approach would foster competition among RIR(s), incentivizing 
better services, fairer pricing, and streamlined processes while eliminating 
pointless bureaucracy.
 
IP addresses are inherently global resources and should not be constrained by 
geographic restrictions that contradict the Internet’s decentralized design. 
Modernizing the system to enable seamless portability of number resources 
aligns with core principles of openness and user choice, moving beyond legacy 
policies that no longer reflect how networks operate. 
 
Hence, enshrining this principle/idea in ICP-2 would ensure "portability of 
number resource" becomes a fundamental right, promoting a more dynamic, 
competitive, and efficient Internet resource management framework.
