Like you acknowledged, any discussions regarding the management of Internet
Number Resources themselves are more suited for the Policy SIG and requires
discussions in line with the Policy Development Process. Nevertheless, I'll
address some of the items you raised.
Member organisations are permitted to move their resources between RIRs, so
long as the transfer complies with the policies of the losing and gaining RIR.
For example, if a member organisation of APNIC wishes to transfer their
resources to the RIPE NCC, and as the APNIC INR Policies state that resources
are delegated on a needs basis, then the recipient of the transfer into the
RIPE NCC member organisation must provide a plan to the RIPE NCC detailing the
usage plan for at least 50% of the space within five years. I may be wrong, but
I am pretty confident in saying that all five RIRs have adopted some form of a
needs-based policy when it comes to the delegation of INRs.
In relation to your second paragraph, the RIR system is not designed so that
the five RIRs have to compete with each other because they all operate as
not-for-profit entities. This requirement is baked into the current ICP-2
document under the fourth principle as well as the RIR Governance Document
draft at 4.1(b). I'm also unclear as to what part of the resource transfer
process is "pointless". All transfers are subject to review by the losing and
gaining RIR and again, transfers are subject to INR policies at an RIR level.
The policy for inter-RIR resource transfers is formed at the RIR level, in the
sense that an individual RIR's policies determine how transfers into and out of
their region take place (so long as they do not negatively impact the Internet
Number Registry System), not at a global level which it appears that you (and
your employer) believe to be the case. The purpose of the "RIR Governance
Document" when it is adopted is to "[set] forth the rules and criteria for
recognizing new Regional Internet Registries, the operating obligations and
requirements of Regional Internet Registries, and the rules and criteria for
derecognizing Regional Internet Registries". Number Portability as you define
it is not considered a rule or criterion for recognising new RIRs, for defining
the operational obligations of RIRs, or for the derecognition of RIRs. Based on
this, it is in my view not suited for inclusion within the RIR Governance
Document.
