Recently, we are discussing in order to settle the organization of
a translation team in our users' group. Because, it is troubled about
management the team by shortage of workers.

I also proposed the BTS tool about translation with a function which
argued here. But, the discussion result is requireing to settle the
organization, in order to use the tool too.

I agree with the necessity for organization now.

I will extend the argument which is having now to management of 
contribution and request to KDE. If best practice is made in the 
process, I want to report to here.
