Actually, sub-tasks CAN recur IF the Parent item recurs. BUT there seems to be an interesting catch to this: It only works (correctly) with "Checklists" not "Projects".
For example, create a Project called "Project" and assign a daily recurrence. Next, create two sub-tasks, "Item 1" and "Item 2". OK, now when you "complete" (ie: check off) the Parent, it pops up a dialog telling you that it will also complete all of the sub-tasks (if any are left uncompleted.) That's great, HOWEVER, when the new iteration of the Parent is created (because it's repeating) NONE of the sub-tasks get re-created, only the Parent item. Now, let's look at Checklists. Create a Parent item, set it to repeat, and then create a couple sub-tasks. If you "complete" the Checklist's Parent item, when the new repeating iteration is created, ALL of the sub-tasks are also re-created and are unchecked. If you think about it, it really does make sense because a Project and a Checklist serve two very different functions. A Project is a one- time task with multiple sub-tasks. On the other hand, a Checklist would be a recurring event where the same sub-tasks are again lated repeated, unchecked and ready to check off again. It really boils down to this: Under this model, a "repeating Project" doesn't really make sense--THAT would be the purpose of a Checklist. Unfortunately, discovering this was pretty much trial-and-error because I could not find any documentation detailing all of the differences between Projects and Checklists (admittedly, I didn't dig that deeply.)
