My setup may not be exactly the same as yours but it seems to me that if your ordering depends on date then some re-dating will typically be required in order for a new manual ordering to make sense. However of course there is more than one way to do this.
I deliberately use this feature as a faster way of shuffling around tasks rather than having to laboriously edit the date for each one. It doesn't always do what I want though..
