That message is shown when ProDOS can't relocate (copy to another memory
location) itself during the boot. When the Apple II boots, it loads the
sector 0 at $800. Then, the boot sector locates the file named "PRODOS" in
the root directory, loads it at $2000, and gives it the control. First thing
Prodos does then is identify the computer's memory size and relocate itself
to the last 16 Kb of main RAM (the bank-switched RAM from $D000 to $FFFF) on
the //e or the language card on a //+. If ProDOS finds that it's on a 48 Kb
machine or that the language card is write-protected, it can show the
meesage. I'm affraid that on an Apple //e this may point to a memory or MMU
chip fault, as it already has 64 Kb of RAM onboard, and the "language card"
space (the last 16 Kb of RAM) must be write enabled when the computer is
first boot or after a reset.

Oh, by the way, if you boot a DOS 3.3 master with Integer Basic and then
reboot the machine using PR#6 (*not* OA-Control-Reset), the language card
may be left write-protected and you may get that message (I haven't tested
it).
