You may be thinking of a program that works inside Spectrum, the telecom
program for the GS. It was a set of scripts that created, not decoded, a
PDF file. I think it was called SCAP.....Spectrum Create A PDF?? 

AFAIK there was never a PDF reader for the GS. Athough I remember a
discussion on Delphi about a PDF reader program being considered. I
think the stumbling block to creating a reader was a copyright of the
compression scheme. Something to do with Compuserve's GIFs. Although if
memory serves, the copyright has now expired or is due to expire soon.
