Ok, I know this but my question is
what software do I need to convert downloaded images on
eMac
to files readable by Apple IIe card.

Most Apple II files on the Internet are already in formats readable by real
Apple IIs (provided the file is on a medium accesible by the Apple II, that
is, but you say you have that part of the problem solved). You should be able
to cope with most of your downloaded files with ShrinkIt, which not only
deals with ShrinkIt archives and disk images, but also with BinHex-encoded
files. Using it, you can decode/expand archives, as well as write disk images
back to physicall disks.
