 This "pasted-in" text file should explain what's happening.
At the DOS command prompt while in the arachne_main directory I typed:

find /n "smoothscroll" *.acf>\smthscrl.txt

As you see, in all but 2 cases (386pc.acf and slowpc.acf)
"SmoothScroll Yes" is what we start with.

 When smooth scrolling is turned on, you must hold down the shift key
while using the arrow keys to move the mouse pointer.

 Once you've done your first setup and have turned-off smooth scrolling,
you won't need the shift key anymore.
