How about changing Arachne's configuration to work with netdial?
When you ask Arachne to connect, Arachne just executes a
corresponding DOS command. That it calls EPPPD.EXE by default
is coincidental. I seem to remember there's even something
in the help files about changing this.

In the UK there's a charge for connection time, so it's unacceptable
to have to quit your application just to disconnect and reconnect. I
usually connect once to get my mail, then disconnect to read it and
reply, and start again when I want to send it.
