I found the same thing (in Eudora too).  A confirmation system has existed
for a long time and it is compatible between mail systems (otherwise Eudora
wouldn't have complied to a request for a receipt from outlook).  You can
request for confirmations that the mail has arrived,  that it's been read,
or deleted.

Eudora's help index shows me that you can change some settings to require
receipts when you send mail,  and what to do when you have a receipt
request.  You have to change Eudora's .ini file to find those settings,  so
few people care.

The only difference about MS outlook is that you can set this receipt
behaviour in the preferences,  so anybody can do it.  Maybe it requests for
read confirmation by default (stupid - but then,  Outlook opens attachments
by default).

The receipt system is a useful feature when used wisely :-)  It used to be
VERY useful when mail systems were dubious,  and you had to check your mail
would arrive at its destination by using traceroute and ping and so on.  I
use receipts at work,  where MS Exchange is the standard :-( and I have to
chase reluctant students by e-mail - I can wave the receipt in front of
their nose and ask them what they are doing about it.
